Creating a Nation Step 1: Nation SizeThe size of a nation correlates to how large it's borders are and that's it. These will determine how much space the nation takes up and has no effects on population size. You can have a Massive sized nation with a low population or a Minute sized nation with a huge population. Here are the available nation sizes. Minute - The nation is very small, about the size of Cuba or Thailand. A handful of small cities with the largest center being the capital. Small - About the size of Iraq or Portugal. A reasonably sized capital with perhaps only one or two other large cities. Moderate - The size of Mexico or Spain. These are averagely sized with about five or six large cities that may rival even the capital's size. Massive - Canada and the Russian Federation are good examples of a Massive sized nation.

Step 2: Population
Population is how many people live in the nation. A small nation will grow fast, a large nation will have it's growth stunted as it has already grown in the past. You may have a population anywhere between 30,000,000 and 400,000,000 although the larger the population the more diverse your problems. Here is the list for how fast your population will grow depending on how many people live in your nation.
Population Growth
Populations between 30 Million and 75 Million -- High Growth. -- 2 Million Per Year.
Populations between 75 Million and 175 Million -- Moderate Growth. -- 1 Million Per Year.
Populations between 175 Million and 400 Million -- Low Growth. -- 500,000 Per Year.

Step 3: Government
Nearly the most important aspect of creating a nation. The government aspect determines your political ideology, alliances and ability to function. In the 21st century, most nations have chosen the route of democracy, but many have remained stout Communist regimes and in some cases exist as strict totalitarian dictatorships. Here are the available government types.
1. Presidential Democracy - A presidential system is a system of government where an executive branch exists and presides (hence the name) separately from the legislature, to which it is not responsible and which cannot, in normal circumstances, dismiss it. There are at least two federal branches ; the presidential or executive branch which enforces current laws, and the legislative branch which creates the law. Head of State - President. Special - Presidential Democracies must have at least three political parties for nomination. Presidential Democracies cannot spend more than 20% on Defense and 20% on Law and Order during peacetime.
2. Communist Regime - A communist state is a state with a form of government characterized by single-party rule or dominant-party rule of a communist party and a professed allegiance to a Leninist or Marxist-Leninist communist ideology as the guiding principle of the state. However, these states do not refer to themselves as "Communist states", but instead constitutionally identify themselves as socialist states or Workers' states. The primary goal of these states, and their justification for single-party rule, is to guide their respective countries in the process of constructing socialism. Head of State - Premier. Special - Communist Regime's must pay at least 25% of their annual budget to Administration.
3. Military Junta - A military junta is a government led by a committee of military leaders. The term derives from the Portuguese and Spanish languages junta meaning committee, specifically a board of directors. Sometimes it becomes a military dictatorship, though the terms are not synonymous. Military Junta's are most often prominent in backwater, third world country nations. Head of State - President or Committee. Special -- Military Junta's must start as a Minute or Small sized nation.

Step 4: Budgets
The budget is essential to running a nation. The budget is where the magic happens. Every four weeks a single year has passed and a new budget must be decided. How much money a country is rewarded is based upon your population.
For example:
The United Social States of Varcia has 71 Million Citizens.
71 x 100,000 = 7,100,000 National Points.

These National Points must then be put into the following categories.
Administration - Administration is wasted cash and corruption. * This is the ONLY category you cannot determine how much money goes into. Communist regimes have a minimum of 25%, but a Moderator will determine how much money is put into this category which may or may not put your nation into debt.
Social Welfare - Welfare is a type of financial or other aid provided to people in need and can take many forms in various countries or contexts. In most developed countries, it is largely provided by the government. It may also be organized by charities; informal social groups; religious groups; or inter-governmental organizations.
Healthcare - Health care is the diagnosis, treatment, and prevention of disease, illness, injury, and other physical and mental impairments in humans. Health care is delivered by practitioners in medicine, chiropractic, dentistry, nursing, pharmacy, allied health, and other care providers. It refers to the work done in providing primary care, secondary care and tertiary care, as well as in public health.
Education - State schools are schools mandated for or offered to all children by the government, whether national, regional, or local, provided by an institution of civil government, and paid for, in whole or in part, by state taxes.
Religion & Spirituality - Religion & Spirituality is just that; and all allocated funds here will go to sponsoring whatever religion or religions the government selects.
Industry - Industry is maintenance of the roads, factories and facilities of the nation, as well as continuing the development of new roads and factories.
Defense - All points allocated in this category will be available for spending and maintenance on military units.
Law & Order - Law & Order involves law enforcement as well as advocating and legislating laws that determine what is and what isn't legal in the nation. Also, law & order pays for the maintenance of prisons, court houses, et cetera.
Commerce - While business refers to the value-creating activities of an organization for profit, commerce means the whole system of an economy that constitutes an environment for business. The system includes legal, economic, political, social, cultural, and technological systems that are in operation in any country. Thus, commerce is a system or an environment that affects the business prospects of an economy or a nation-state. Allocating money to this category will help generate revenue for the state as long as the state is actively trading in the world market.
